He noted the Wannsee Conference figure of 11 million Jews in Europe and then wrote: They will have to be concentrated later, to begin with, in the East; possibly an island, such as Madagascar can be assigned to them after the war.91 In reality, of course, the Jews were neither going to be concentrated later, nor sent to Madagascar after the war.
