We believe this is a reasonable assumption given that milk is a necessity and there exists no close substitute of fluid milk.5 In estimating disaggregate demand systems such an assumption of weak separability is a necessity at some level, since it is almost impossible to estimate a full demand system that includes all products with disaggregated product level data.
