More specifically, I suspect we can specify more about $f$ from this property, such as that (for example) it is actually only a polynomial in $x_3$ and $x_4$: all other terms with nonzero powers of $x_1$ and $x_2$ have zero coefficients. (I do not know if he is true, it is just an example of the sort of answer I am looking for.)
