Congress exceeded its power under Section Five of Fourteenth Amendment to U.S. Constitution in enacting Religious Freedom Restoration Act (RFRA), which forbids government to substantially burden exercise of religion unless there is compelling government interest and unless burden is least restictive means of furthering that interest, since RFRA cannot be considered remedial, preventive legislation
