The Member States of the United Nations have recognized the positive need to protect and assert the rights of the weak in this global community, whether they be landlocked nations desiring a share of global ocean resources, refugees from hunger and war, or such groups as women, children and indigenous people who have had little participation in the traditional national policy-making processes.
