The court thought it fairly clear that such interim actions would not have been viewed as takings prior to our decisions in Lucas and First English Evangelical Lutheran Church of Glendale v. County of Los Angeles, 482 U. S. 304 (1987), because [z]oning boards, cities, counties and other agencies used them all the time to `maintain the status quo pending study and governmental decision making.'
