Local groups-from the Allegheny Conference, an assemblage of many of Pittsburgh's business and civic leaders, to a commission set up by the Chamber of Commerce in Savannah-have begun to work closely with school boards and superintendents to monitor and upgrade their schools, for example by giving grants to teachers and principals for innovative projects.
