The first accusation which is brought against the private manufacture of armaments as a system is that it tends to produce an interest in the country which is in favour of more and larger weapons and which, therefore, is an element opposed to peace, and that such an element has a sinister, hidden perhaps, but disastrous effect upon the policy of great States.
