Today, when employers must cover the costs of workers' compensation insurance, Social Security, Medicare, liability insurance, and other expenses of which workers may even be unaware, wages alone, even with some obvious benefits, like health insurance, may represent only a fraction of the actual cost of a worker to an employer.
