In an article in the Yale Review (Autumn 1956), Louis Halle has made a useful distinction between two types of mind, the strategist and the ideologist: between those for whom foreign policy is a matter of appropriate and due protection of national interest, and those for whom it is a means of advancement of, or destruction of, moral causes.
