An issue that complicates the reporting of violence is that many women do not follow through on complaints to the public prosecutor (Ministerio Publico) because they believe that staff at these offices (mainly lawyers and other public servants) tend to be insensitive or indifferent to victims of gender violence (INACIPE 29 Nov. 2006; INMUJERES 30 Nov. 2006; CMDPDH 27 Nov. 2006).
