here was to be freedom of traffic on all coasts, rivers, and lakes of the Congo, and the harbours were to be open; free transport and free transit were to be allowed to merchandise, save only such taxes or duties as might be required to defray the expense entailed in the interest of commerce (subsequently, by an agreement made at Brussels, 2 July, 1890, an import duty of ten percent maximum might
