Alexander Spiridonov, president of the St.Petersburg-based Northwestern Association of Meat Producers, accused thegovernment of favoring a small protectorate of meat importers that, withthe unofficial support of the customs and clearance control inspectors,could bring meat infected with mad cow or other diseases to Russia.Spiridonov said previous agreements or bribes to veterinary inspectorsallow
