During the Carter administration, he served as special assistant to the president and chief of staff at the National Telecommunications and Information Administration (NTIA) in Washington, DC, acting as a liaison to the White House, Congress, the FCC, the FTC, the Department of Justice and other government agencies as well as private industry, academic and research organizations, the legal communi
