Indeed, from his perspective, perhaps increased fees are a benefit, as they lower the number of people using the park and help keep out the rif-raf, making the experience more exclusive. (This reminds me of Mankiw and his Pigou tax proposals for higher gasoline -- talking about how such taxes would lower the number of people on the road.)
