| - On 3 October 1940, the Vichy government voluntarily promulgated the first Statute on Jews, which created a special underclass of French Jewish citizens, and enforced, for the first time in France, racial segregation.[31] The October 1940 Statute excluded Jews from the administration, the armed forces, entertainment, arts, media, and certain professions, such as teaching, law, and medicine.
