For reasons that included corruption and insufficient financial regulation, domestic and foreign banks made imprudent loans to companies that were engaging in wasteful, unnecessary and speculative investments in areas like real estate, and, especially in South Korea, to corporations that were overinvesting in manufacturing for markets that were saturated.
