Under the Kennedy and Johnson administrations during the 1960s, the Department of Justice was vigorous in bringing to trial and conviction, especially in Southern jurisdictions, persons who either were not charged or had received light sentences for attacks upon civil rights workers, Blacks, and their businesses and churches.
